Special programs => System administration => Create User
From now on you have the possibility to copy rigths from an existing user to another user.
To do so, choose the desired user and click the button "Rights". Click the right mouse button in the new window and click "Add rights from user". Now choose the desired user you want to copy the rights from.
The assigned groups of rights will be added, the access to clients will be adapted.
